How to book a hotel in China that takes foreigners

Some Chinese hotels still turn foreign guests away. How to check a hotel can register you before you book, and what to do if you're refused at the desk.

Facts checked 2 November 2026

Officially, a hotel in mainland China may not refuse you just because it lacks a “foreign-guest license”. In practice, some small and budget hotels still turn foreigners away because they aren’t set up to register a passport with the police. Ask the hotel before you book, keep a backup option, and know what to say at the desk. For check-in, deposits and choosing a location, see Hotels and registration.

Why some hotels in China turn foreign guests away

Hotel registration is the reason. Under China’s Exit and Entry Administration Law, a hotel that takes a foreign guest must register that guest and report the details to the local police. Chinese guests are registered with their ID card. A foreign passport has to be entered differently, and a hotel that rarely sees foreigners may not know how, or may worry about penalties for getting it wrong.

For years many hotels treated a “foreign-related qualification” (涉外资质) as a license they needed before taking foreign guests. That idea is what most refusals still rest on.

The refusals foreign visitors report mostly happen at:

  • Small independent hotels and guesthouses
  • Budget chain branches, especially in smaller cities
  • Places that rarely see foreign guests

International chains and hotels in the big tourist cities take foreign guests routinely.

What the official rules say about hotels accepting foreigners

These points come from official statements and notices. Everything else on this page is practical advice or traveler experience.

  • May 2024: The Ministry of Public Security, the Ministry of Commerce and the National Immigration Administration replied to complaints from foreign visitors that hotels must not refuse foreign guests on the grounds that they lack a foreign-related qualification. All guests, Chinese and foreign, still have to be registered.
  • July 2024: The Ministry of Commerce and six other departments issued a notice on making accommodation easier for foreign visitors. It says local departments and online booking platforms should not use qualification requirements to stop hotels from taking foreign guests, that platforms and hotels should not publish notices that they don’t accept foreign guests, and that the information collected at registration should be simplified.
  • Shanghai: The Shanghai police’s registration FAQ (October 2025) says every hotel in the city can register foreign guests, and that a guest only needs to show a valid ID document, which for a foreign visitor is the passport.

The legal duty sits with the hotel: it registers you, not the other way round. These statements are national policy, but hotels outside the big cities haven’t all caught up, so a refusal is still possible.

Check before you go: How strictly hotels apply these rules varies by city and by property. For questions about registration rules, the National Immigration Administration’s 12367 hotline answers in Chinese and English, and nia.gov.cn has official notices.

Step by step: booking a hotel in China that can register foreigners

  1. Start with hotels used to foreign guests. International chains, large hotels in big cities and places with recent reviews from foreign guests are the safest choices.
  2. Book on a platform foreigners use. Trip.com and international booking sites list mainland hotels in English. Trip.com’s own booking guide tells foreign travelers to confirm the hotel accepts foreign passports before booking.
  3. Read the policy section of the listing. Many listings say whether the property hosts guests from outside mainland China. Labels vary by site and app version. If a listing says it only takes mainland Chinese guests, book somewhere else.
  4. Message the hotel before you pay. Use the booking platform’s chat or the hotel’s contact details, and send the message below. A clear “yes” in writing is worth having at the desk.
  5. Choose a free-cancellation rate for small or independent hotels, so you can switch if the answer is unclear.
  6. Save the reply, the booking confirmation and the hotel’s Chinese name and address on your phone. The address card tool makes the address easy to show.

A Chinese message to send the hotel before booking

Copy this into the booking platform’s chat or a message to the hotel. Change the dates and number of nights.

您好!我是外国游客,持外国护照。请问贵酒店能否接待外国客人入住,并为我办理境外人员住宿登记?我计划X月X日入住,住X晚。谢谢!

Hello! I’m a foreign tourist with a foreign passport. Can your hotel accept foreign guests and register me as a foreign guest? I plan to check in on [date] for [number] nights. Thank you!

If the reply is “可以” (yes) or “能接待” (we can host you), you’re set. If it’s “不能接待外宾”, “不接待外国人” or anything that sounds unsure, book a different hotel.

If a hotel in China refuses you at the front desk

A refusal at check-in is rare at well-reviewed hotels in big cities, but it does happen. Stay calm and polite; the desk staff usually aren’t trying to be difficult, they just don’t know the procedure.

  1. Show your passport and your booking, plus the hotel’s written “yes” if you have one.
  2. Ask them to check with the local police station. The hotel registers you, so the question is theirs to ask. Show this line:

    请联系辖区派出所,确认如何为外国客人办理住宿登记。

Please contact the local police station to confirm how to register a foreign guest.

  3. Mention the official position, gently. Show this line:

    公安部等部门已明确,旅馆不得以无涉外资质为由拒绝接待境外人员。

The Ministry of Public Security and other departments have said hotels must not refuse foreign guests for lacking a foreign-related qualification.

  4. Contact your booking platform. Trip.com and other big platforms have 24-hour English support and can help you rebook. Ask about a refund at the same time, since the hotel couldn’t honor the booking.

  5. Ask for a nearby alternative. Show this line:

    能帮我推荐附近可以接待外国客人的酒店吗?

Can you recommend a nearby hotel that can take foreign guests?

  6. Move on if it doesn’t work. Arguing late at night rarely changes the answer. A big chain hotel or an international hotel nearby is the quickest fix.

Travelers report that step 2 often works: once the desk has called the police station, the hotel learns how to enter a passport and checks the guest in. This is traveler experience, not a guarantee. The phrases tool has more lines for the front desk, and the emergency tool covers 110 if you ever need the police for something urgent.

What hotel registration means for you as a foreign guest

Hotel registration in China is a routine police record of where a foreigner is staying, made by the hotel at check-in from your passport. You don’t fill in a police form, visit a police station or pay anything. The hotel reports your stay to the local police on your behalf.

What it means in practice:

  • Bring the physical passport for every guest at check-in. A photocopy or phone photo generally isn’t accepted.
  • Each new hotel registers you again. Moving hotels is normal and needs nothing extra from you.
  • Stays outside hotels are different. If you stay with friends or in a private rental, you or your host register within 24 hours, and since September 2026 that can be done online. Hotels and registration explains how.

Check before you go: Registration procedures and the documents hotels ask for can change. If you’re traveling outside the big cities or staying somewhere small, confirm with the hotel before you arrive, and check Visas and entry for the entry rules that apply to you.
